In August 2010, CDF provided $6.5 million in New Markets Tax Credits (NMTC) financing to PCC Wellness Center (PCC), a nonprofit organization and operator of multiple federally qualified health centers located in Chicago’s West Side and near western suburbs. The financing supported development of an 18,300 square foot health clinic in the Austin Community Area, replacing a smaller, outdated facility.
PCC’s client base includes 83% uninsured individuals and Medicaid patients. NMTCs were instrumental in allowing the organization to finance the facility, particularly given the limitations on cash flow that result from providing quality medical care to anyone who enters the facility, regardless of their ability to pay. The LEED Gold certified Austin Family Health Center serves approximately 8,700 patients with over 27,000 visits per year. This is over twice as many patients as the previous facility accommodated. The health center is able to provide comprehensive, outpatient primary health care including behavioral health offices and counseling rooms, community meeting rooms, a dental suite, WIC offices, and space for a pharmacy. PCC also operates an urban farm across the street and a weekend farmers market in the parking lot of the facility, providing the neighborhood with access to fresh produce and promoting a holistic wellness strategy for its clients.
