CDF considers potential NMTC investments that are located within the City of Chicago, meet NMTC program eligibility, and meet federal criteria for Economic Distress. NMTC program eligibility requires a Census Tract poverty rate greater than 20% or Median Income less than 80% Area Median Income. Economic Distress is based on either Census Tract demographics and/or site-specific criteria.
